chown problems

chown is the second last thing i fixed SO FAR. when you look at it this thing mustve been the goofiest of the goofy: how does one run PHP (which wordpress is based on) while the fucking web server user doesnt have perms to run none of those files?

NO IT DOESNT (see im stupid) but things were running (!!) so… while it was technically working we were running into many problems, first with this one
